Syrians are apparently too stupid to build their own reactor (or not smart enough to ask the locals), so they obviously brought some consultants from...

North Korea!
North Korea claims not to have dispersed its know-how beyond its borders, and given the engrained culture of secrecy and inherent distrust of foreigners (not to mention travel difficulties) it’s possible truer words have never been spoken. But who needs logic? This is the "AXIS OF EVIL" we’re talking about here. While the contents and sources of said reports will probably be classified, informed citizens already know who is really behind this sinister plot...
Instead of another administration-backed Congressional snipe hunt, we should really focus on researching these progressive Syrian business practices. Has our government been resourceful enough to hire contractors who are going to demand things like "food" and "running water" in return for their services? It looks like we might be getting ripped off in Mesopotamia...
