This helps our country how? And exactly how did Sen. Kerry establish that people with a virus which has a 90% mortality rate (the other being 50%) can get into the US easier? The only cadavers I’ve seen in the immigration lines are working the counters.

This isn’t “stigmatizing” people with a disease – it’s keeping your population safe you jackass. Which should be a priority for any incurable communicable disease regardless of what it is.

Congress just agreed to pour $48 billion into this issue for exclusive use outside of the US - which is admirable even if a little extravagant. But knowingly adding HIV into the melting pot in order to stay PC is both irresponsible and dangerous.
