The fiscal straits that California finds itself in make opening prison doors to some prisoners a necessary step.

...fiscal reality , coupled with a court-ordered reduction in the prison population, is pouring cold water on old solutions like building more prisons.

See if the folks driving the backlash to this would support higher taxes of fees to pay for more prisons. Hint: they don't. They favor unspecified "cuts" from elsewhere. "Elsewhere" is also not specified. And don't feel smug and laugh at California...this is the sort of fiscal reality trend that will soon be sweeping the nation.
